Report by Dipti Ranjan Kanungo, Bhubaneswar: Industrialisation for optimum utilization of natural resources is a thrust area of state government. Availability of skilled man power is most important for achieving the targets of higher productivity ,accuracy, consistency and thus competitiveness for domestic and other sectors including mega, micro, medium and small manufacturing enterprises ,process industries and other service sector.
There is requirement of 1,40,000 to 1,80,000 trained personnel in highly skilled , semi-skilled, un-skilled and non-executive workforce in Metal and Manufacturing sector ,95,000 to 1,20,000 in Mineral and Mining sector ,10,000 to 12,000 Non executives personnel in Tourism, 30000 trained personnel in power sector and 10000 to 12000 in IT and ITEs sector by 2015. As per the survey conducted by CII in the state .
In order to bridge the gap between demand and supply of skilled manpower ,it is imperative to have quantitative and qualitative expansion of the Technical Education and Vocational Training sector in the state. Big industrial houses , multinational companies and public sector Undertakings are in the process of setting up their industries in the state which would require huge skilled work force. These industry houses were requested to set up quality residential ITCs as a part of their Corporate social Responsibility for skill development of unemployed /under employed youths. It is encouraging that a number of such industries/PSUs have shown keen interest to establish such ITCs.
In the first phase 8 Nos of PSUs / Industries have signed MoUs with the government . Industries department represented through the Director of Technical Education and Training on 24th May 2010 to set up such ITCs .They are Uttam Utkal Steels Ltd at Jhumpura, Keonjhar, Tata Powers Co Ltd at Banki Cuttack, Surendra Mining Industries at Banei Sundergarh, RSB Metaltech at Kalyansinghpur Rayagada, Monnet Power Ltd at Telibani Deogarh, Emami Paper Mill at Balgopalpur Balasore, OPGC at Hemgiri Sundergarh, Ind-barath Energy (Utkal) at Lakhanpur Jharsuguda.
In the meanwhile all the above PSUs /Industries have identified required land which are under the process of taking possession. Surendra Mining Industries and Ind-Barath Energy(Utkal) have alresdy submitted proposal for getting NCVT affiliation of trades/Units of the ITCs to be made operational w.e.from August 2011.Besides, Aditya Aluminum , Bhubaneswar through Utkal Aluminum International Rayagada has executed MoU with the state government earlier to set up an ITC at Kashipur block of Rayagada district which will be made operative w.e.f August 2010.
The following 8 Industries have signed MoUs with the Director of Technical Education and Training in the second phase on 9th July 2010 ( Friday ) to set up ITCs. They are Action Ispat & Power ltd at Kirimira block of Jharsuguda district, Adhunik Metaliks ltd at Koida Block of Sundergarh district, Crackers India (Alloys)ltd at kalampur –kalahandi and Champua Keonjhar, MGM steel ltd at Odapada Block of Dhenkanal districtPosco India ltd at Erasama block of Jagatsinghpur district, Rungta Mines ltd at Hindol Block of Dhenkanal , SSL Energy ltd at Kholikote Block of Ganjam district, CESC ltd at Dampara Block at Cuttack district, KVK Nilachal Power ltd at Krushnaprasad Block of Puri district, GMR Kamalanga Energy at Bheden Block of Bargarh district, Visa Power at Bhapur block of Nayagarh district, Essar steel Orissa at Telkoi Block of keonjhar district and Mahanadi Aban Power Co will open at Binika –Sonepur and Banarpal-Angul .
The Director of Technical Education and Training will extend technical support for qualitative implementation of various skill building training programme in all such ITCs. The state government will identify and transfer required land for the purpose on payment of cost of land and the company shall develop required infrastructure as per NCVT norms within one year of taking possession of the land. The craftsman training of national standard in demand responsive trades will be implemented in these ITCs . Such ITCs would make the unemployed youths highly employable and they can be brought to mainstream adding to overall economic growth of the state.
Besides above , to enhance the quantitative and qualitative skilled work force , it is / ITCs are being set up in each block of the state. New Polytechnics are also being set up in 22 un represented districts by government of India funding . 9 Nos of it is have been upgraded to Centres of Excellence with World Bank assistance. 91 Nos of ITIs have been up graded to Centres of Excellence with World Bank Assistance. 91 Nos of it is and 415 Nos of skilled development centre are being established by government of India under PPP mode. A trainers Training Institute is being set up at Talcher to train the trainers to imprive the quality of training in ITIs.

The MoUs signed in presence of the Chief Minister Naveen Patnaik, Industries Minister Raghunath Mohanty, Chief Secretary Tarunkanti Mishra, Development Commissioner Rabinarayan Senapaty, and Industries Secretary Saurav Garg.
The Chief Minister Naveen Patnaik expressed that in order to ensure that the benefits of industrialization in the state flow to the youth in Orissa, one of major strategies of the Government has been to improve the skill levels of the youths. In this connection the number of seats in the technical institutions has been increased from about thirty thousand in the year 2000 to cover 1.2 lakh seats annually at present. The number of institutions at the level of it is, Polytechnics and Degree Engineering Colleges has been increased both in the public and the private sector. The objective of the state government is to ensure that there is at least one institution for industrial training in every block in the state. Apart from this , focus is also being given on the quality of education in these institutions . The curriculum has been revised with the assistance of the industries and many of the it is already have representatives from industries in their management committees.
I am happy that the response of the industrial houses in setting up of training institutions has been positive. We would also be seeking the participation of industries in setting up of Polytechnic in a Public-Private-Partnership (PPP) mode in selected areas. I am sure that the response of the industries in this respect would also be encouraging.
On this occasion, I would also like to re-emphasize the need for greater involvement with the local communities as part of cooperate social responsibility. It is essential that all the companies should actively interact and ensure that the people living in the project areas directly feel the presence of the company and the positive impact that it is making ,on the quality of life. The people of Orissa should be able to participate in the growth story of each company and project to enable inclusive growth which benefits all sections of the society.
I am informed that the companies which entered in to MoUs during May 2010 to set up ITCs have made fast progress and in some cases they have already applied for necessary certification from the National Council for Vocational Training. I expect and hope that the companies who enter in to MoUs to day would also ensure that the training centres are functional by the start of the academic year 2011.
