State Government plays an important role while acquiring land for any new establishment in India. In Orissa, the state Government has acquired Government land, forest land and private land for many new establishments. Institutions like Central University of Orissa, Indian Institute of Technology Bhubaneswar and other national institutes have been given forest land for establishing such institutions or industries in various districts in Orissa. However, in Kalahandi land is being made an issue by the state Government for establishing any new public sector central Government institution or industry. If the state Government takes serious interest in a backward district like Kalahandi, along with Government land, private land and forest land could be easily used for new establishment like happening in other states and other districts of Orissa. In Kalahandi there is hundreds to thousands acres of forest land where there is no more dense forest or trees except shrubs, such land can be used for development of backward region, such lands are available in Narla, Karlapada, Kesinga, Jaring and Junagarh region. Forest lands where there is shrub and no more dense forest could be converted to Government land for establishing higher educational institutions, engineering industries like Wagon factory, food processing industries, etc. For mining dense forest and ecologically sensitive lands are being handed over by the state Government, in this circumstance why other forest lands cannot be used in Kalahandi for establishing educational institutes or engineering/public sector industries. Without trying to acquire forest, Government and/or private land, rejecting Kalahandi while establishing any new central Government industries or institution is very much injustice to this backward region.
