Improving Quality of Higher Education in Odisha: Few General Feedbacks to Higher Education Task Force, Odisha

Dear Members of Higher Education Task Force,


I am herewith providing few general feedbacks which I thought are practical in the coming ten years. This is basically an outline to bring all regions in uniform growth irrespective of geography and population. Population should be taken care in block and educational district levels where as requirement of geography (area/distance) should be addressed in undivided district and higher education cluster level. Similarly, state level would be in the level of capital region corridor.

This proposal also does not require establishment of n-number of institution by the state Government by 2020, which looks impractical, except in those undivided district which does not have a University and medical college yet. On the other hand it equally emphasis to improve quality of the exiting institution.

Need of Effective Teaching and Learning

• Broadband based teaching is good for long distance education, but nothing would replace the traditional classroom teaching when there is one to one interaction between students and teacher. One to one teaching encourages student participation and involvement.

• Without good and well trained teachers, quality could not be boosted.

• Regular faculty workshops for teacher to refresh/update knowledge in the specific area in state level

• Similar workshops to adopt modern tools and bringing effectiveness in teaching in undivided district level

• Use of modern tools and video in the classroom by the teachers

• Introducing computer aided teaching in the classroom

• Emphasize more on practicality, analysis and creativity in teaching

Faculty & Infrastructure

• Employing regular faculties in all the colleges from the block level to undivided district level

• Selection of faculty in undivided district level but opening for the candidates in the whole state, a similar method as adopted for para-teachers, it would largely solve faculty deficiencies in KBKK and western Odisha regions.

• Introduction of students’ evaluation program in colleges

• Promotion and increment of salary of faculty based on students’ evaluation, research publication and service to the institution

• Each autonomous colleges and Universities should be asked to submit an outline for basic physical infrastructure requirement by 2010 which should be put forward by a committee and followed based on the guideline for different block, educational district, district and undivided district level. The committee should avoid geographical and regional imbalance that exist today in higher education in Odisha and priorities based on geographical balance.

• Autonomous College should be encouraged to build collaborative research and teaching projects in the national level whereas Universities should be encouraged to do the same in international level.

Improving Existing Infrastructure

• All over the entire world establishment of public or Government institutions are based on the regional requirement and not by population or best available infrastructure.

• While establishing national education or research institution/laboratory the policy of union Government of India is also based on regions, in other words states & union territories, otherwise low density and populated cities in Odisha would have always been at the receiving end and lost IIT, NISER, National University etc.

• Even the state Universities in USA, Germany or Japan are distributed accordingly.

• All these are because Government has a special role to play to provide higher education and research activity in each corner of its territory, where as private institutions like Harvard, Stanford etc are free to locate their campus in large populated area having best infrastructure.

• Higher education development in Orissa was recently too much inclined to Bhubaneswar region. This region is already attracting private players in higher education, so the role of the Government should be to focus in deprived regions like KBKK, so that new establishments there help the local economy and bring overall and inclusive growth to Odisha.

• Similarly, when requirement of Parliakhemundi (94 km from Berhampur) is counted at the same time that of Nuapada (128 km from Bhawanipatna and 140 km from Balangir) should also be addressed in the state.

• For overall higher educational and research development in Odisha, an in-depth study from the block level to state capital level is required. There are already many existing institutions that have been performing well in the backward pockets such as Government Autonomous College Bhawanipatna and with a special Governmental encouragement such institution may perform better.

• The distribution of existing as well as new higher educational institution for next decade could be in the following order.


Block Level (314):

1. One Industrial Training Institute (ITI) or Industrial Training College (ITC)

2. One degree college

Note: State Government has already plan for these and should be achieved by 2011.

Educational District Level (75):

1. A model college: One major degree college with all branches of science, arts and commerce with honors courses

2. Polytechnic college by 2020-25

Note: There is already at least one Government or private aided College in educational district level, state Government needs to improve the existing infrastructure directly or through Governmental aid for aided college.

District Level (30):

1. One Autonomous College with all science, arts and commerce branches with PG courses

2. One Polytechnic College by 2011

3. One Nursing/Pharmacy College

Note: Many districts do have Autonomous College, but one that does not have should get an Autonomous College by upgrading the College located in district head quarter by 2015. There are already proposal to have one polytechnic college in each district and should be done by 2011. Each district should have at least one nursing/pharmacy college by 2015.


Undivided District Level (13):

1. One General or Multi-disciplinary University such as Utkal University, Sambalpur University, Berhampur University, IIT, Central University, NIT, etc

2. One Medical College

3. One Engineering College

4. One Unitary or specialized University such as Agriculture/Ayurvedic/BPUT/Culture/Skill/Rural/ Sanskrit/VSSUT etc

5. One Central Government funded institution or research center such as IIIT, NIT, DRDO research center, Institute of Physics, Central Rice Research Institute, etc

Note: Many undivided districts do have a University except Balangir, Kalahandi, Boudh-Kandhamal, Dhnkanal-Angul and Keonjhar. Sundergarh has NIT and BPUT, there is a chance NIT become a Multi-disciplinary University, otherwise it needs a general University there. These regions should have a University by 2015. Similarly, undivided district which does not have a Government medical and/or engineering college should have one by 2020. Bhubaneswar (for Puri and Khodha) or Berhampur, after converting Khalikotte College to a Unitary University or establishing a new Unitary University, (for Ganjam and Gajapati) should be treated as model for rest of the undivided district.


Higher Education Cluster (8 within 100 km of technical Colleges/University)

1. Bhubaneswar – Puri (70 km)

2. Bargarh – Sambalpur – Jharsuguda (100 km)

3. Cuttack – Dhenkanal (70 km)

4. Bhawanipatna – Titilagarh – Balangir (100 km)

5. Balasore – Bariapda (55 km)

6. Korpaut – Sunabeda – Rayagada (114 km)

7. Berhampur – Paralakhemundi (94 km)

8. Rourkela – Rajgangpur – Sundergarh (< 100 km)

Note: Private players should be given initiative to open new institutions in this region. State Government needs to propose 2 and 4 for any new central Government institutions in priority basis.

Capital Region Corridor (1)

Bhubaneswar – Cuttack – Puri – Khordha-Dhenkanal

Note: Government needs to propose alternative location within the state for any new central Government institutions other than this area. Main focus should be in undivided district which does not have any central Government funded institution/laboratory yet, such as in the undivided districts of Balangir, Kalahandi, Boudh-Kandhamal, Sambalpur, Keonjhar and Mayurbhanj.
