The Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) is being implemented through the Rural Electrification Corporation (REC) which is the nodal agency for the scheme. Ninety per cent capital subsidy will be provided by Government of India towards the Rs 137 crore project here in Kalahandi and ten per cent will be contributed by Orissa through its own resources and loans from financial institutions.
The scheme was first implemented in Angul and Nayagarh districts by NTPC. Electrification of Dhenkanal and Koraput districts would also be taken up by NTPC. The tenders were also given to NHPC, PGCIL and DVC who will cover rest of the district under RGGVY.
Under this scheme, 2,236 villages would be electrified in Kalahandi in which 2,16,253 BPL households would benefit. But while 123 villages have not been traceable yet, 46 villages come under non-conventional source.
It is reported that a survey was conducted by REC and the State Government in 2004. Both of them jointly furnished a detail report of the villages. The work started in September 2008. Besides this, NTPC had again surveyed the district.
The rate of reimbursement for providing free electricity connections to BPL households would be Rs 2,200 per household. As per the report, Wesco charges total Rs 60 from each BPL household as security deposit to be paid in six installments while above poverty line (APL) households have to pay Rs 1,250 towards connection charges as prescribed.
The electrification of un-electrified villages with a population less than 100 would come under Biju Grameen Vidyut Yojana and population above 100 would be electrified under RGGVY.
In the three blocks of Thuamul Rampur, Jaipatna and Karlamunda, a 33/11 KV sub-station estimated at around Rs 24 lakh each would be installed.
According to the report, till now 23 villages have been electrified with 4,377 BPL beneficiaries while 40 villages have been completely worked out by NTPC. But the work is still to be handed over to Wesco as it has not yet received its verification report.
The villages of Jharbahali and Tutraguda under Kalampur block, Bakatpur and Mohanguda under Lanjigarh block, Chowkipadar, Khetupda, Takarla, Ainlapada and Guharipada under Narla block, Dhanrakaman and Baddungriguda under Karlamunda block, Chirkelguda, Poiguda and Derguda under Rampur block, Piyarmal, Bargaon, Bhataiguda and Sukunabhata under Bhawanipatna block, Jhamudabaha and Dungriguda under Golamunda block, Gunjuguda and Bhatraguda under Junagarh and Pipalpadar under Kesinga block were electrified under RGGVY.
NTPC is using all the materials from Hyderabad-based firm, Icom Teleunit. The company will be engaged for maintenance work for one year and then it would be handed over to Wesco in the subsequent year. Vijaya Electricals of Hyderabad is supplying all the transformers.
