Note: State Government has been demanding four lane for Bhubaneshwar-Puri since a long time. Golden Quadrangle passes from Balasore to Berhampur (covering coastal region) and other expressway is proposed from Koraput to Keojhar via Phulbani (in the central region), so next important step should be four lanes for NH201, Bargarh to Boriguma and Sambalpur-Rourkela in the western belt of Orissa. Similarly beside maoists area major road links should be proposed in those remote backward and forest areas which could be very prone to maiost influence (some of them already have foot steps of maoists) in Bargarh, Nuapada, Kalahandi, Nabarangpur and Kandhamal such routes are Bhawanipatna - Simanbadi - Bhanjanagar - Nayagarh; Sohela (Bargarh) - Padampur - Nuapada - Patalganga - Nilji - Sinapalli - Golamunda - Dharamgarh - Moter - Jaipatna-Mukhiguda - Raniguda - Koraput, and Umarkote - Dharamgarh - Junagarh - Karlapat - Kalyansingpur - Rayagada large part of which do not come under NH or SH.

The Cabinet Committee on Infrastructure today approved the implementation of the project of four laning of Sambalpur-Orissa/Chhatisgarh section of NH-6 and Bhubaneshwar-Puri Section of NH-203 in the State of Orissa under NHDP Phase III on Design, Build, Finance, Operate and Transfer (DBFOT ) pattern.
The total project cost of Sambalpur-Bargarh-Orissa/Chhatisgarh Border is estimated at Rs.909 crore under the DBFO pattern. The concession period of the project shall be for 30 years including a construction period of 30 months.
The total project cost of Bhubaneshwar-Puri section is estimated at Rs.505.29 crore under the DBFO pattern. The concession period of the project shall be for 29 years including a construction period of 30 months.
The project will reduce the time and cost of travel of the traffic, particularly heavy traffic running between Sambalpur to Orissa/Chhatisgarh border and the traffic running from Bhubaneshwar to Puri. It will also increase the potential of employment to local labourers for the project activities.
The project of Sambalpur to Orissa/Chhatisgarh border is major link to the Chhatisgarh and the project of Bhubaneshwar-Puri is major road to link the pilgrim place.
BACKGROUND:
The Cabinet had approved four/six laning of 4000 Km. of National Highways under NHDP Phase IIIA on BOT basis in March, 2005. Subsequently, approval for additional stretches was granted in May, 2006, October, 2006 and April, 2007 for implementation of four laning for a total length of 12109 Km. at an estimated cost of Rs.80626 crore.
Orissa to build concrete roads in Maoist-hit areas

Bhubaneswar, May 6 (PTI) With Maoists mining roads and blowing up cell towers frequently disrupting communications, the Orissa government has decided to build concrete roads and provide satellite phones to the police in affected areas.
The decision was taken at a high-level meeting to review implementation of welfare and development schemes in Maoist-hit Malkangiri, Koraput, Rayagada and Gajapati districts, official sources said today.
Though construction of concrete road would be a costly affair, they would be safe unlike kutcha roads where landmines could be planted with ease, the sources said.
"It is essential for the police to keep communication channels alive as it is engaged in a war against Maoists in forests and hilly terrains," a senior police official engaged in the anti-Maoist operations said.
Only roads built under the Pradhan Mantri Gram Sadak Yojana (PMGSY) were made of concrete.
