Vision Kalahandi 2020 has urged the Chief Minister of Odisha against the mass transfer of teachers of Government Colleges of the state.
The Institution of Intelligentsia strongly feels that it is detrimental to the interest of the KBK region, especially, Government Autonomous College Bhawanipatna (GACB) and Government Women’s College Bhawanipatna (GWCB).
In the petition, Convenor of Vision Kalahandi 2020 Dr A K Nanda, presented his personal experience of more than twenty years in the past in leading colleges of Kalahandi and Bolangir districts both as teacher and principal.
He said in colleges of KBK region invariably if a teacher is transferred from this zone, the reliever never joins and the post remains vacant for years together.
Evidently at present there are more than 58 per cent vacancies in Government colleges in Kalahandi.
He also reminded that Vision Kalahandi 2020 is a totally non - political forum formed in Kalahandi after the failure of Central University Movement organized by the intellectuals during 2000s.
The Forum includes within its fold political leaders irrespective of party affiliation, youths, students, professionals and social activists and prepared its visualized document in the development of Kalahandi and Nuapada districts in education, infrastructure, industry, agriculture & horticulture by 2020.
Vision Kalahandi 2020 put forth before the state Government few humble suggestions to keep the interest of KBK region.
Teachers who are NOT interested for transfer from Government Colleges in KBK districts should not be disturbed.
In 2004 GACB obtained ‘Centre for Potential Excellence’ status from the University Grant Commission and started many technical subjects.
Many teachers from GACB have already undergone training to teach the technical subjects.
If they will be transferred, their post cannot be filled up and the subjects will be abolished.
Many teachers are also guiding M.Phil dissertation for batch 2010.
Research topics are already allotted to the students and in the event of the transfer of the guide, M.Phil students are likely to suffer.
Teachers who are interested for transfer after completion of six years must not be relieved unless their reliever joins first.
Six years criteria of station seniority for transfer should be stringently applied for all time to come and it should be automatic.
All vacant posts including the post of principal in KBK districts, particularly in Kalahandi and Nuapada, should be filled in priority basis.
College administration is something different from general administration.
The incumbent of the office must be a regular one, so that he / she would administer the institution effectively.
He alleged that regular principal post has been lying vacant in GACB since a decade and Department of Higher Education is totally callous to the problem.
