Sanjeeb Satpathy from Antodaya Kalahandi files peition in HC: HC gives notice to state and central Govt on RTI act

Note: This is very important. RTI act is not working properly in Orissa. I filed a RTI more than a year ago, still I have not received any reply or rejection. Instead of helping Orissa RTI act first looks how to reject the application in any bureaucratic ground, whereas our experince with the central Govt is more punctual.
