Hati River flowing through region of Kalampur and Junagarh block known as sorrow of Kalahandi almost every year brings disaster by occurrence of flood while thousands of people, animal lives, property, and huge acres of irrigated agricultural lands are severely affected in heavy loss. Last flood in Hati river occurred in the year 2010 caused enormous loss hit out people’s happiness by vast extent irrigated lands sound casted there upon. For such heavy loss of lakhs of properties, animal lives all the people of kalahandi stunned in grief. River coast villages i.e Temra, Paruaguda, Balichada, Jampada, karmeli, Matikhal, biripur, khangaruguda, dangriguda, khandi, bankapala of kalampur block were severely affected in full swing of fury and in tremolos motion of flood water muds, stones, broken trees followed by came into villages with sudden alarm and the said villages were affected by sinking down in the 10feet height surface level of steamy water current. In that critical juncture to control preservation of water in Upper Indrāvati dam project while water flow crossed the danger point of its existence the over flow water was let-out to Hati river through the opened gates of mangalpur barrage. Horrified indignation of shock waved violence of flood water contained together muds, stones, suddenly caused damage to 10 families of BIRIPUR dangaghat pada hamlet resulted loss of their houses and their displacement. Till today they are deprived of getting financial assistance from Govt. as sources said they are in distressful condition undergoing them forlorn followed with their ill fates.
Soon after the flood was over the revenue minister surya patra, local Leaders, collector Rupa Mishra and dist.level officers visited the flood affected villages and promised the flood victim people to give financial assistance and at the same time assured them to allocate funds of 2 core rupees for construction of embankment on hati river to stop wide spread entry of current water flow into the river coastal villages as emergent preventive measures for security of lives and property. But 1.5 years passed away no embankment construction work is completed also in the same state on the object flood victimized villagers are put in distressed condition. While sources questioned the reason of standstill construction work position as is laying sri M. Patra deptt. Concerned executive engineer apprised that the classic construction company being the tender bearer has made agreement with govt. in water resource deptt. At estimated expenditure budget of Rs. 1 core 87 lakhs to complete the construction work within the time bound action plan but has violated the OPW rule to complete the work the reason nor known. Attitudinized means of laxity on the part of administration on the aspect clearly focused a gloomy failure view as observed at a glance by public and they demanded quick action by dist. Disaster committee by perusing the state govt to complete the work before rainy season.
