Leading NRO (non-resident Odia) Prof Digambara Patra has urged Chief Minister Naveen Patnaik to accord State University status to the Government Autonomous College, Bhawanipatna.
In a missive to the Chief Minister, Prof Patra said that as per the State Task Force’s recommendation, the Government Autonomous College, Bhawanipatna should have been upgraded to a State University like the three colleges in Brahmapur, Sambalpur and Bhubaneswar.
It may be mentioned that Minister of Higher Education Badri Narayan Patra has recently announced that the State Government plans to accord Deemed University status to three premier colleges, including the Khallikote Autonomous College, Brahmapur, the Rama Devi Women's College, Bhubaneswar and the Gangadhar Meher College, Sambalpur.
Taking the cue, Prof Patra said the indispensability of a State University at Bhawanipatna for the KBK region bears significance because of practical purposes. Students and people of KBK suffer by travelling to the Sambalpur or Brahmapur Universities due to long distances and poor communication.
Besides, as a location Bhawanipatna has the advantage of being the central town among the KBK districts. The performance of the Bhawanipatna college has been outstanding, and it is one of the first three colleges in the State which received the tag of a Potential Centre of Excellence (PCE) from the University Grants Commission (UGC), Prof Patra has pointed out.
Apart from these three colleges, the other colleges which have received the UGC PCE status in the State are the Khallikote Autonomous College, Brahmapur and the Fakir Mohan Autonomous College, Baleswar. While a Fakir Mohan University has already been established, the Khallikote Autonomous College is likely to be upgraded to a university soon, Prof Patra has stated.
He pointed out that the only college having the PEC status and not upgraded is the Government Autonomous College, Bhawanipatna despite recommendation from the Higher Education Task Force. It may be noted that this college is the only one in KBK having the PEC status. Higher education must be inclusive across the State taking backwardness, remoteness and geography into consideration, said Prof Patra.
KBK is one region which has not got sufficient attention while establishing State Universities despite having 30 per cent of the area and 20 per cent of the population of the State, he said.

Except these three colleges, the colleges which have received PEC status in Odisha from UGC are Khallikote Autonomous College Berhampur and Fakir Mohan Autonomous College Balasore. Fakir Mohan University was established and Khallikote Autonomous College Berhampur is likely to be upgraded to varsity.
Only college having PEC status in Odisha and left over to be upgraded is Government Autonomous College Bhawanipatna despite recommendation from the Higher Education Task Force. It may be noted that this college is the only one in KBK having PEC status.
It is very important that higher education growth in the state does not get much more Bhubaneswar/Cuttack, Sambalpur or Berhampur centric. And it must be inclusive across the state taking backwardness, remoteness and geography into consideration, said Prof.Patra. KBK is one region which has not got sufficient attention while establishing state Govt. universities despite having 30% of the area and 20% of the population in Odisha, out of which a large portion is tribal or BPL, revealed he. So the NRO urged the Chief Minister to upgrade immediately the Government Autonomous College Bhawanipatna to a State University along with other three colleges in Berhampur, Sambalpur and Bhubaneswar to fulfil the desire of the people. |
