Dear esteem Chief Minister, Shri Patnaik,
We appreciate your recent initiative by taking the issue to ministry of HRD to establish Medical College in Central University of Odisha at Koraput. State Government had proposed ESI medical college in Balangir which was opposed by few groups as the district lacks sufficient numbers of ESI members.
Health facility is very crucial for places which are far away from the state capital and needs long hours travel such as Sundergarh, Balangir, Kalahandi and Koraput. State Government has taken serious steps to establish Government medical college in Bhubaneswar and other parts of the state, for example
State Government Medical Colleges in Odisha are:
(1) SCB Medical College Cuttack
(2) VSS Medical College Sambalpur
(3) MKCG Medical College Berhampur
(4) Capital (Hospital) Medical College Bhubaneswar
Medical College proposed by Central Government Ministries in Odisha are:
(1) AIIMS like institute in Bhubaneswar by union ministry of health
(2) Medical College under Central University of Odisha at Koraput by MHRD
(3) Medical College would also be established under proposed National (world class) University at Bhubaneswar by MHRD
(4) Union ministry of Coal has already proposed Medical College in Talcher by MCI
(5) State Government is also working on a proposal to establish a Medical College in Balasore through Defence Department
(6) Ministry of Railway has recently proposed a medical college in Bhubaneswar
Private Medical Colleges in Odisha are:
1. KIMS Bhubaneswar
2. Hi-Tech Medical College Bhubaneswar
3. Sum & IMS medical College Bhubaneswar
Rourkela is the second largest metro in Odisha and does not have any Government medical college other than recently proposed private medical college based on PPP mode through WODC. PPP medical colleges are not only coming in Rourkela but also in Naraj (nearby of which there are two state Govt. medical colleges and three proposed central Govt. medical colleges excluding proposed ESI medical college), Balasore, Rayagada, Balangir and Kalahandi.
When state Government is establishing Government medical colleges in other parts of Odisha where similar private one is being proposed, there is also no logic why simultaneously Government should not establish Government medical college in Sundergarh, the district having one of the higher percentage of tribal population in the state.
Very importantly Rourkela is the most suitable place and better than Bhubaneswar for the proposed ESI medical college for the same reasons based on which some people opposed ESI medical college to be established in Balangir.
State Government should also make sure that each undivided districts of Odisha which does not have any Government (state or central) medical college should have at least one central or state Government medical college beside proposed private medical college to make an equal distribution policy irrespective of any region. Such districts without having (proposed) Govt. medical colleges are Sundergarh, Balangir, Kalahandi, Boudh-Kandhamal, Keonjhar and Mayurbhanj .
To achieve this goal, first step should be to establish proposed ESI medical college in Rourkela in Sundergarh district . Today Odisha Health System is driven by people who are good as human beings but may not have that exposure and strategic thinking which many ODias who work outside have.
Our suggestion is if Government of Odisha can have some of those people of Odisha origin who are not typical doctors but from the Health Management Stream and working outside of the state at challenging positions and have good experience and exposure as ADVISORS to improve the health system, would be very useful for the health system of Odisha.
We propose that the state Government to make sure establishment of Government ESI medical college granted to Odisha in Rourkela and hope ESI medical College is established in Rourkela.
