Dear Mr. Maran,

Kalahandi region tops in cotton cultivation in Odisha. Kalahandi along with Balangir and Rayagada districts contributes substantially to the cotton production in the Odisha state. Kalahandi is located centrally in the KBK districts. Indeed seed cotton of KBK districts in Odisha is considered to be best in the country and there is huge demand for Odisha variety outside the State (Reported by: The New Indian Express/Expressbuzz, Nov 27, 2008).

If the cotton produced in the KBK region could be locally processed and made textiles it will boost the local economy dramatically of this economically backward pocket. This is also the pockets which were politically marginalized for development of textiles by the state and central Governments. Recently three more Apparel Training and Design Centres (ATDC) (Reported by: The Hindu Business Line, Nov 10, 2009) is being established in Odisha along with existing three such centers, however, Kalahandi is missing in the list despite the fact that Kalahandi is not only the top cotton producer but also central pocket in the major cotton producing region in the state. Sadly, regions which are substantially contributing to the cotton production in Odisha are being ignored while establishing ATDCs by the state Government and union Ministry of Textile.

It seems such ATDCs are giving 100 per cent placement guarantee in Odisha (Reported by: The Hindu Business Line, Nov 10, 2009). The unemployment rate in Kalahandi for graduates and undergraduates is ever increasing (Reported by: Dharitri, Sept 20, 2009) recently. Such ATDCs centre in the region would be very much beneficial to the local population. Unfortunately, out of six ATDCs in Odisha, none of them is being established in KBK region.

On the other hand a Cotton Research and Technology generation centre is required in Kalahandi to boost local cotton production. We also urge that ATDCs are established in Bhawanipatna, Balangir and Rayagada and a branch of Sardar Vallabhbhai Patel Institute of Textile Management, Coimbatore is established in Bhawanipatna to directly benefit the local population and major cotton producing region in the state.
