Letter to MPs from Orissa: Raise issue beyond Bhubaneswar

Dear Honorable MPs from Orissa,
It is nice that all of you are united for any proposal which is coming to Bhubaneswar region in the name of Orissa. But it is hardly found that such initiatives are taken together united for other parts of the state or beyond Bhubaneswar except only recently unitedly you approached for extension of KBK grant, which is a central Govt grant for minimizing starvation death and to improve acute condition of poorest of poor. However, unless industrial and infrastructure in the form of railway, national & state high way, national institution and state institutions development are brought in KBKK region, the poor & tribal people in KBKK will continue to depend on central Govt assistance in long run. Economists agree agriculture alone will not make sustainable development, sustainable growth needs development in service and manufacturing sectors too. Unless such vision is brought to KBK, Orissa MPs and CM have to continue approaching Central Govt for KBK project for decades to come. The is clear as more number of districts are getting Maoists prone in KBK every year, Kalahandi and Nuapada recently joined as Maoists influenced district. From only ONE, Maoists have able to influence 6 out of 8 districts in last 10 years, despite implementation of KBK project during the period.

KBKK needs employment more than depending on Rs 1 rice per kg for long term sustainable growth. Data shows employment rate is very high in KBKK currently. Most of the promises are not implemented properly. The current unemployment rate is record high in Kalahandi as per a news paper report and most of VAL's employee is from outside KBK. Even in NALCO, IMFA, Papers mills or HAL etc in undivided Koraput district having decades of functioning, majority of employee come from Coastal Orissa than undivided Koraput district including local tribal. Industries like NALCO, HAL, etc may help but not sufficient as most of the employment in these industries come from state basis competition, which is acceptable if more number of establishments are made in KBKK region, so that it does not spoil the opportunities of local people.

For 20% population and 30% geographical area hardly there is equivalent number of Government institutions, railway and highways in KBKK. The forest land available in Kalahandi could be approximately land mass of 83% of total Puri dist, 88% of total Khurdha district and 144% of Jagatsingpur district (larger than Jagatsingpur dist). Forest lands are given in through way price in Coastal Orissa for industries, in thousands acres to POSCO, Vedanta University, etc but 70 - 100 acres of forest land is not allowed in KBKK for establishment of any central Govt institution, when KBK region has extraordinarily forest land compared to its geographical area (such as 32% forest land in Kalahandi compared to 7% in Puri) and starving for new establishment whereas Costal Orissa needs more environment protection and there are plenty of Govt institutions and industries in coastal Orissa. Is it justified?

Kindly unitedly raise the issue of Wagon Factory in Kalahandi, irrigation in KBK region (Upper Indravati, Suktel, Indra, Tel river barrage), National Institute of Ayurveda in Balangir, Govt medical college and innovation university in Bhawanipatna under minstry of health & HRD respectively that was demanded earlier by MPs from western Orissa, and other Government establishment in the region in the forthcoming parliament session. Similarly development of Visakhapatnam and Raipur as international airport will help KBK region, which must be supported by all Orissa MPs along with the MPs from neighboring state as it will bring inclusive growth of Orissa. High Court Branch for South Orissa also should be demanded in the central location in South Orissa as people in undivided Kalahandi, Koraput and Kandhamal-Boudh suffers a lot. There is already discomfort in Boudh, Kalahandi, Nuapada, Nabarangpur, Malakangiri etc for RDC (South) located in Behrmapur as it is far away to monitor work in KK region closely. Due to poor administration most of central Govt grant like MGNREGA, KBK, etc is being returned to central Govt, Kalahandi was good example last year.
